It is already hard enough to get help for an animal suffering from neglect. This bill will make it worse. I have held a MA riding instructor's license for 30 years, own two horses rescued from abusive situations and volunteer with a number of local dog rescues. This is unfortunately familiar territory I know all too much about. Please do not pass this bill.
