I oppose this Bill as a further weakening of already anemic animal welfare provisions in the State of New Hampshire. To further narrow the scope of power of individuals and agencies to aid in cases of animal welfare, especially in a time of economic uncertainty, is in itself cruelly. Please reject this Bill as presented. Thank you.
