I respectfully oppose HB 1766. Animal cruelty laws are meant to protect those who cannot advocate for themselves and to give humane officers and law enforcement the tools they need to intervene before suffering becomes severe or irreversible. Weakening these protections risks increasing neglect and abuse, creates enforcement challenges, and shifts the burden onto already overextended animal welfare professionals. New Hampshire should be moving forward with stronger safeguards for animals, not taking steps backward. I urge the committee to vote Ought Not to Pass.
