As an animal lover and owner of dogs and horses, I am acutely aware of the responsibility of caring for animals. The standard of humane treatment of our animals should be strengthened, not weakened as this bill does. Rescues and Humane Societies should always be included in this process and we should make New Hampshire stand above the rest of the country in the humane standards we set. How we care for those who are unable to care for themselves is a reflection of our society. That includes animals.
