One of the basic premises of the voucher program (and part of the sales pitch) was that by taking a state-funded voucher, the student has opted out of public school and its benefits. Schools cannot be forced to provide ser vices to voucher students! They may, at their own discretion, allow voucher students to pay for the ability to participate in some activities. This bill would further challenge the financial viability of public education in NH (which is perhaps the intent!) and is a cynical undermining of the principles underlying the voucher program.
