This Bill codifies the actions and authority of a moderator. ( Ref: NH Constutition- ( Part #2- Art32 duties of a moderator, responsibility for sorting and counting votes. ) The moderator has a duty and responsibility to check a machine count, at his or her discretion, before singing off on certifying an election - he did not physically count in violation of the Nh. Constutition that has not been amended.
