Over the last 3 decades, during which I have been involved with several non profit organizations seeking to improve the lives of individuals in this state with various disadvantages I have watched the state and Federal governments contributions to these efforts dwindle to the point at which the vast majority of the responsibility lies with the generosity of individuals. This bill will further increase the financial burden on these local organizations at a time when they are already struggling to maintain their ability to serve our communities. I understand town budgets are also under stress, but taking means away from the least advantaged members of our society is no way to bolster them. I would also point out that in this environment a $ 1,000,000 value is ludicrously low, many private homes exceed this value and a place to provide services for the community will often require a greater investment. Please do not prop up town budgets on the backs of our most needy !!!
