I am a Senior Leader (feel free to substitute your title) employed by Home Healthcare, Hospice and Community Services (HCS), a community-based organization in Keene, NH that serves residents across 52 towns. HCS provides visiting nurse care, hospice services, child and family programs, Meals on Wheels, and other critical supports that keep people safe and healthy at home. HB 1293 would allow municipalities to tax the portion of property owned by charitable nonprofits that exceed $1 million, weakening long standing property tax exemptions. State nonprofit leaders warn this bill poses a significant threat to essential community organizations and could lead to reduced program capacity or closure Taxing HCS’s property would divert limited resources away from these essential programs, jeopardizing the organization’s ability to maintain services that our communities rely on. Reduced access to home and community based care would force more residents into higher cost services—ultimately increasing costs for the state far beyond any potential revenue gained. For these reasons, I respectfully urge the House Ways and Means Committee to find HB 1293 inexpedient to legislate.
