I submitting my testimony in support of HB 1142. This bill is about transparency and accountability when local law enforcement participates in federal immigration enforcement. Requiring officers to identify themselves by name, agency, and authority protects the public and builds trust in our communities. When residents know who is acting in an official capacity, it reduces confusion, prevents misunderstandings, and ensures everyone’s safety. Clear identification is a common-sense step that helps law enforcement carry out their duties responsibly while keeping all New Hampshire residents safe. Claims that HB 1142 interferes with law enforcement procedures are false. Identifying oneself is a standard part of many professions, and officers who fear being seen while acting in their official capacity should ask why their work can’t be conducted openly - transparency does not hinder policing, it protects both officers and the public.
