Allows experimental treatment centers. HB 1734 authorizes the creation of experimental treatment centers permitted to administer non-FDA-approved drugs, biologics, and medical devices that have completed only Phase I clinical trials, while explicitly exempting such centers from insurance mandates, network adequacy requirements, and many traditional licensing protections. The bill’s stated intent is to expand access to “cutting-edge treatments” and attract biomedical innovation to New Hampshire; however, it simultaneously reduces regulatory oversight, weakens accountability mechanisms, and shifts financial and medical risk onto patients, particularly those experiencing serious illness or desperation.
