Synthetic fragrance chemicals, especially those used in cleaning products and "air fresheners", can trigger disabling migraines for some people. The use of synthetically fragranced cleaning products in government buildings creates an accessibility barrier for environmentally disabled people. All people, regardless of disability, should have equal access to government buildings. I have heard the argument that there is no benefit to removing fragrances from cleaning products because people will still be entering the building wearing perfume. That kind of all or nothing thinking does not apply to chemical toxins the same way it would apply to other accessibility barriers. If you build only 90% of a wheelchair ramp it is useless. If you remove 90% of indoor air pollution it allows people to enter the building who didn't previously have access.
