As long as excess SWEPT funds can be retained by the collecting town then this bill does nothing to help statewide equality of educational opportunity. This bill continues to conflate ability to pay taxes with valuation of property. Retirees, individuals who inherit property, and those that make their living off the land should not shoulder the burden.
