There is no valid reason to move Charter schools to the top of the list, in front of school that have been waiting for building aid. And doing an improvement in a leased building is not in the state's best interest as the lease could be broken or not renewed and then the improvement is lost to the state. Put the money where it belongs, in regular public schools that serve all students no matter what.
