Hi. A lot of people use bikes for recreational and joy and to teach their children how to ride. I dont think it would be fair to charge to have them on trails, ect. Plus a lot of people use them to get around town and to jobs and are on a limited income and if they cant afford a vehicle they use a bicycle. So this would be an expense that a lot of people cant afford. Its not necessary. People are already struggling as it is to pay bills and put food on the table.
