This would merely consolidate power within the Duopoly even further. Private clubs should run their own popularity contests -- without taxpayer subsidies. And the subsequent 'general election' ballot should be more easily accessible to more of them. Add in 'preference voting', and we're getting somewhere: everybody CAN have representation.
