Honorable Committee Members, I urge you to vote Inexpedient to Legislate (ITL) on HB 1049, which would impose government-mandated storage requirements for firearms. This legislation poses serious constitutional and safety concerns: • Violates Supreme Court precedent that storage requirements cannot prevent immediate access for self-defense • Creates dangerous delays when law-abiding citizens need to defend themselves and their families • Imposes criminal penalties on constitutional rights, turning law-abiding gun owners into criminals • Represents government overreach into the privacy of New Hampshire homes • Fails to address actual criminal behavior while burdening responsible gun owners I am a disabled woman. If you believe that I can run down a set of stairs to open my safe and load my weapon of choice to then go back upstairs to locate where the intruder may or may not be at the time. You seriously are not thinking clearly. This isn't about how many bills are getting passed for your party. This isn't about what you believe is right or wrong. This is what a person who CAN PROTECT THEMSELVES IS CAPABLE OF DOING IF GIVEN THE CHANCE! IF YOU TAKE AWAY THE RIGHT TO EACH OF US, NO MATTER HOW OLD WE ARE, THEN YOU ARE RESPONSIBLE FOR OUR DEATHS. NOT JUST THE PERSONS BREAKING INTO OUR HOMES, BUT YOU WHO ALLOW IT TO HAPPEN IN THE FIRST PLACE. My Daddy taught me to shoot at a very young age. I was very good and I remain very good. I have taught all my children to shoot and my grandchildren. They are all great!! My children are in the military. Maybe one day the grandchildren will too. Either way, they WILL BE ABLE TO PROTECT THEMSELVES! AS A DOMESTIC ABUSE SURVIVOR, DISABLED WOMAN, MOM, GRANDMOTHER, I PRAY YOU NEVER TAKE AWAY OUR RIGHTS TO PROTECT OURSELVES. New Hampshire has a proud tradition of respecting Second Amendment rights and trusting its citizens to make responsible decisions about their personal property and family safety. HB 1049 abandons these principles in favor of ineffective feel-good legislation that will only harm law-abiding citizens. The right to keep and bear arms includes the right to have those arms readily available for their intended lawful purposes, including self-defense. Storage mandates that interfere with this fundamental right are both unconstitutional and dangerous. I respectfully urge you to reject HB 1049 and preserve New Hampshire's commitment to constitutional rights and individual liberty. Respectfully, Susan Bishevsky-Weeks Kensington, NH
