NH residents and business should have the right to control their energy future and costs. This bill, if amended in line with the Clean Power Coalition's recommendation, will support this. Please make the following amendments and pass HB1718. Requested amendments to clarify the bill and ensure that NH residents can become resilient through leveraging grid charging: 1. Authorize the PUC to make exceptions to the general prohibition from grid charging 2. Allow utility-managed programs to charge customer storage devices before and after dispatch to shave system peaks 3. Ensure the bill does not unintentionally constrain customer resiliency benefits or market innovation
