The proposal is flawed in at least two ways: - The complaint can be submitted by "any person," which could result in widespread, automated complaints from non-residents, including citizens of other countries like Russia and China. This would put enormous pressure on the Attorney General's staff and lead to character attacks on New Hampshire residents. - The ability to question whether a voter ever engaged in civic activity and to what extent is not relevant to a citizen's domicile. Furthermore, there is no way for the AG's staff to assess "civic activity" and determine if it is excessive, insufficient, or adequate.
