Primary elections are held so political parties can determine who their candidates will be in the final election. For that reason, a combined ballot that enables cross-overs up and down the ballot defeats the purpose. A better alternative is for the political parties, which spend millions of dollars on advertising their candidates, to reimburse the state, towns, and cities for the costs of hosting their elections.
