I oppose HB1293. and below are my reasons: 1-Non-profit exemptions exit to encourage public benefit. Taxing property changes that foundational social compact. Think about the impact on budgets and operations. It sends a signal that the work of non-profit institutions are less valued in NH. 2-Municipal assessors may face disputes over how properties are valued versus how they support public benefit. 3-Tax policy ideally balances fairness, efficiency and simplicity. HB 1293 unfairly redirects what traditionally has been a targeted, purpose driven exemption into an ad hoc revenue mechanism. It applies a uniform threshold that does not recognize nonprofit diversity-national charities vs. small non-profits. 4-If enacted, HB 1293 emboldens future efforts to further erode nonprofit exemptions.
