I oppose HB 1703. Requiring bicycle registration and annual fees creates unnecessary barriers for families, children, and low-income residents and discourages healthy, affordable transportation. This bill adds bureaucracy and cost without meaningfully improving safety or infrastructure, especially in rural towns.
