Dear Members of the House, I am writing to urge you to oppose HB 1774, which would allow New Hampshire to opt in to a new federal voucher tax credit program. Under the federal budget reconciliation bill passed this past year, states were given the option to participate in a federal tax credit program that allows individuals to donate to state-designated “scholarship organizations” in exchange for a federal tax credit. While framed as a charitable contribution, this program functions as an expansion of vouchers, diverting resources away from public education. New Hampshire does not need further voucher expansion. Our public schools are already facing significant financial strain, and this bill would further undermine stable, predictable funding for the public education system that serves the vast majority of students. Equally concerning is the lack of accountability and oversight. The scholarship organization contracted by the state operates with little to no meaningful accountability to the state or to taxpayers. Public dollars—whether direct or through tax credits—should be subject to transparency, public oversight, and clear educational standards. HB 1774 fails to ensure these basic protections. Voucher programs consistently shift public resources to private entities without guaranteeing equitable access, academic outcomes, or fiscal responsibility. Opting into this federal program would weaken public education while offering no assurance that students, families, or taxpayers benefit.
