This bill will directly impact the quality of life for the general population that uses bicycles for commuting and recreation and should not be passed into law. Taxing cyclists to register their bicycle and to apply those funds to bicycle infrastructure projects in this manner is a great example of waste in the government. 10% of the cost of this fee would go to implement non-value added tracking and registration materials and the remainder of generated revenue is not sufficient for much more than re-doing a sidewalk. According to a study conducted by the Victoria Transport Policy Institute, bicycle users already pay a disproportionate amount more than vehicle users for roads and infrastructure.
