I'm writing to express my strong opposition to HB1649. By eliminating the option for direct municipal appropriations, this bill would limit local control, corrode New Hampshire's longstanding devotion to freedom expressed through that local control, and undermine New Hampshire's distinctive way of addressing community needs through trusted nonprofit partnerships.
