The bill is self-defeating since non-profits help ease a financial burden (assistance to the needy) that municipalities would otherwise have to fund. Non-profits are not businesses and do not engage in "bidding processes" as the bill requires. The funds cities and towns pass along to most non-profits should be considered payments for services provided, and further, that non-profits serve people regardless of political affiliation.
