Fining a person who already cannot afford housing is counter-productive to the goal of trying to get them back into housing. It is also unlikely that person will be able to pay the fines to the municipality. This bill directly addresses that challenge and provides a non-financial penalty option allowing the municipality to recoup the penalty more easily, and the person impacted a way to clear the fine without financial impact to their ability to acquire permanent housing.
