Fiscal responsibility says that the state should know in advance and have control over expenditures related to federal immigration enforcement. We have see the costs going without oversight and ballooning at the federal level, and the cost burden on the state needs to have a wall there -we better ensure NH has control over its budget and expenditures in what could be an bottomless pit of costs NH is asked to bear without recourse.
