This bill would undo decades of collaboration between municipalities and non-profits that provide important services at low cost and without incurring new staffing needs at the municipal level. The state should not be dictating to communities how they use their resources to provide services and benefits to their citizens so long as those services and benefits have a demonstrated public good.
