I support HB 1131 because it restores a fair and accessible way for voters to decide whether their town should adopt or repeal the SB 2 form of government. SB 2 was created to expand participation by allowing residents to vote by ballot, including absentee voting, rather than requiring attendance at a single town meeting. The 2019 change, which requires this decision to be made only at a traditional town meeting, undermines that goal and limits participation. HB 1131 simply returns this question to the ballot, where more voters can participate and communities can make this important decision in a way that reflects the will of the broader electorate.
