It seems to me that the effort to collect money from unhoused people who are sleeping rough MUST, SURELY be a waste of tax payer money. And talk about adding insult to injury. These fines are ludicrous! How about if we get rid of fines, of any sort, and focus on solving the real problem of inadequate affordable housing.
