As an American citizen, I have the right to know how many people are being detained for civil immigration violations by any state, county, or local law enforcement or correctional facility. A semi-annual reporting regarding the number of people detained would meet this need. Transparency in government activities is essential to maintain the sanctity and functionality of out nation as a democracy.
