We support HB 1438. Animal abuse is widely recognized as a behavioral warning sign associated with increased risk of domestic violence, child abuse, and other interpersonal harm. Research shows that 70–89% of survivors of domestic violence report that their abuser also harmed or threatened animals (Ascione; National Domestic Violence Network; Humane Society of the United States). This makes animal cruelty an important early indicator for intervention. Animal abuse is also linked to a higher likelihood of violence toward people, a connection acknowledged in law-enforcement and psychiatric research (FBI Law Enforcement Bulletin; American Psychiatric Association). Mental health caseworkers are often among the first to learn of this behavior. HB 1438 enables good-faith reporting with clear liability protection, allowing risks to be addressed before they escalate. If the bill references animal cruelty statutes, RSA 206:19-b (Cruelty to Wild Animals, Fish, or Wild Birds) should be included. Intentional cruelty toward wildlife reflects the same underlying behavioral risks as abuse of domestic animals and is equally relevant to public safety.
