Scott Houle

Honorable Committee Members, I am writing to urge you to OPPOSE HB 1203, which creates dangerous restrictions on the return of firearms following not guilty verdicts or case dismissals. This bill is fundamentally flawed because it: • Violates the presumption of innocence by treating acquitted individuals as guilty • Creates bureaucratic obstacles to reclaiming lawfully owned private property • Undermines Second Amendment rights and due process protections • Sets a dangerous precedent for government property seizure without conviction • Penalizes law-abiding citizens who have been cleared of all charges When someone is found not guilty or charges are dismissed, they should immediately have their constitutional rights and property restored. HB 1203 does the opposite - it assumes guilt even after the justice system has determined innocence. New Hampshire has always been a state that respects individual rights and limits government overreach. This bill moves us in the wrong direction by expanding government power at the expense of constitutional protections. I strongly urge you to VOTE NO on HB 1203 and protect the rights of all New Hampshire citizens. Respectfully, Scott Houle Springfield, NH
