While tasked with the supervision of several home bound mentally disabled individuals over several years' time, I witnessed everything from gruesomely overfed animals that could barely move to indescribably filthy litter boxes to infections that had no means of improvement I spoke up about each case to the management of our firm to no avail. This is a significant issue that needs addressing. It is not incumbent upon an animal to suffer these indecencies just because its owner feels they have the right to subjugate their pets or fails to realize they are doing so.
