Fred Portnoy

I am Fred Portnoy, a resident of Canterbury and a member of the Canterbury Community Power Committee. I am opposing HB 1002 and urge the House STE Committee to rate it ITL. Part of my personal interest and the CCPC's mission is to advocate for the reduction of consumption of fossil fuels in part by the adoption of solar energy and storage on the part of individuals as well as the Town itself. This bill would cause uncertainty on the part of taxpayers and municipalities. It would discourage investment in renewable energy at a time when residents face daunting financial challenges especially in the form of local property taxes. In particular, the lack of grandfathering in this bill contributes to a severe lack on confidence in government on the part of owners, lenders, developers, and communities. Who wants to have the rug pulled out from under them after plans have been drawn up and finalized?
