Local municipalities should determine the budgets they need, not be bound by an artificial state mandate. The majority of voters consistently support reasonable local budgets to provide essential services. HB1300 constrains municipalities from authorizing long-term capital projects or labor agreements because of the threat of a future cap. Further, separating this ballot question from local elections and town meetings makes it easier to confuse voters about what they are actually voting for.
