I respectfully urge the committee to support HB 1799, an act relative to required state funding for providing an opportunity for an adequate education. HB 1799 is a necessary and responsible response to the New Hampshire Supreme Court’s 2025 decisions in the ConVal and Rand cases. Those rulings made clear that the State must correct long-standing deficiencies in its public education funding system and meet its constitutional obligation to provide every child with the opportunity for an adequate education. By updating the education funding formula to reflect actual costs and state responsibility, HB 1799 establishes a minimum, constitutionally compliant level of funding that school districts can rely on. When fully funded through the state budget process, the bill will help ensure educational adequacy statewide while also delivering meaningful and constitutionally required local property tax relief. HB 1799 does not create excess spending; it aligns state policy with constitutional mandates and court guidance. For students, communities, and taxpayers alike, this bill is an essential step toward a fairer, more lawful, and more sustainable education funding system.
