While the actions described (2) in this bill are deplorable, people who are not incarcerated still deserve to have housing and if someone is in housing after being convicted of those crimes they have served their time of being indebted to society. Even people who have acted poorly still deserve housing and making housing more difficult to maintain is not going to support appropriate change and recovery.
