Testimony, opposed We are for programs that are in place to support local investment, diversify fuel sources, and reduce long-term energy costs overall. The state law that this bill would repeal has allowed town meeting voters to approve solar-specific exemptions for residents and businesses since the 1970s. We are opposed to the direction of this bill and favor instead moving forward with legislation and programs that make the renewable energy market work in New Hampshire. We are also for protecting traditional governance provisions, in this case, the right of town residents to consider property tax exemptions at town meetings. If and as adopted by town meeting voters, there can be no more explicit about the people's support and approval for these exemptions (RSA 77:27). We are opposed to HB1002 as it would undermine local self determination.
