I think this bill makes a lot of sense. Instead of fining people who already don't have enough money, this will ask us to find creative ways for communities to help these people to participate in their communities and hopefully grow their sense of belonging and being cared for. If the program is developed thoughtfully within each community, I believe it could have a strong reciprocal effect on both the participants and the community.
