Matthew Smith | Oppose HB1803

Matthew Smith 674 Deering Center Road Weare NH 03281 15 Jan 2026 To: Members of the New Hampshire Legislature Re: Opposition to HB 1803 – Preserving Families’ Ability to Use Both EFAs and ETC Scholarships Dear Legislators, By introduction I am a retired US Air Force veteran, relying primarily on a disability pension I gave up a great deal to earn. I am also a single parent of two honor students, one of whom was recently inducted into the National Honor Society due to his dedication, hard work and sound instruction from some wonderful instructors at my child's learning institution. As a homeowner paying property taxes in New Hampshire since 2011, I am deeply concerned about the impact HB 1803 would have on my children’s education and the ability to manage costs which, as of this writing, are not covered to an extent that would be deemed sufficient for someone on a fixed income as myself. The EFAs and ETC scholarships work together in practice to make education affordable and flexible. The EFA covers part of tuition and educational services, while the ETC scholarship fills the gap the EFA cannot reach. For my family, relying on both these programs is the only way to ensure my children can attend a school that meets their academic and personal needs. If we are all concerned for “every childs” education as so often stated, being forced to withdraw any child from an institution they are excelling in seems like just words to regurgitate as if to show one really cares. HB 1803 would force families like mine to choose between these programs. I do not wish to fight as hard for my educational choice for my children as I did for a pension I clearly earned. As did I earn that of my funds for my property taxes. Forcing a choice would disrupt their education, reduce opportunities for growth, and create unnecessary financial hardship. I strongly urge you to oppose HB 1803 and allow families to continue using both EFAs and ETC scholarships. Doing so empowers parents, protects children’s educational opportunities, and honors the sacrifices of families like mine who have served our country and contributed to their communities. Thank you for your consideration and for prioritizing the needs of New Hampshire children and families. Sincerely, Matthew Smith
