I oppose HB 1563 because it shifts the financial burden of special education from the state to local school districts and property taxpayers, while districts remain legally required to provide all mandated services. This bill exposes communities to significant financial risk and instability, particularly in districts with high-need students. It also comes at a time when general education is already underfunded and state education dollars are being increasingly misallocated, including programs that disproportionately benefit families who need help least while fewer resources reach those who need them most. HB 1563 does not solve a funding problem, it transfers responsibility downward, undermining equity and the state’s obligation to provide an adequate education for all students.
