Subject: Opposition to HB 1803 and the Harm to New Hampshire Families Opposition to HB 1803 and the Harm to New Hampshire Families Dear Members of the Committee, I submit this letter on behalf of my family and the many families across the Granite State who benefit from the combined use of the Education Freedom Account (EFA) and the Education Tax Credit (ETC). If HB 1803 passes, it will have a devastating impact on families like ours who rely on these programs to provide their children with an education that aligns with their values and meets their individual needs. The EFA and ETC programs have significantly reduced the financial burden on our family and have given us peace of mind knowing our children are receiving an education that reflects what we believe is important for their growth—academically, morally, and spiritually. We are a family with three young children who have prospered through the use of both programs for more than three years. Learning that the committee may impose limitations or restrictions through HB 1803 was deeply concerning and unsettling for us. These programs have relieved a tremendous amount of stress for my wife and me. I proudly served our great nation as a United States Marine and sustained multiple combat-related injuries during my service. As a result, my ability to work and provide financially for my family has been limited. Like any parent, I want to give my children a better life, but without the support of the EFA and ETC programs, that goal would be far more difficult—if not impossible—for our family. A strong belief system and a quality education are the foundation of a better future for our children. Through the EFA and ETC, we have been able to afford not only their schooling but also enrichment opportunities such as piano and guitar lessons, which have contributed greatly to their development and confidence. We strongly believe our children are exactly where they need to be. The progress they have made in a private school setting has been remarkable compared to their experience in public school. My wife and I are both products of the public school system, and while we respect its role, we have seen firsthand the value and positive impact of keeping our children in a private educational environment that best supports their needs. For these reasons, we respectfully urge the committee not to pass HB 1803. Limiting or restricting access to the EFA and ETC programs would harm families across New Hampshire who depend on these opportunities to provide the best possible future for their children.
