This bill prohibits students from receiving funds under the education freedom account (EFA) program and the education tax scholarship (ETS) program in the same program year. Granite State Home Educators notes that this bill addresses the issue of students receiving EFAs also receiving ETS funds thereby reducing the amount of ETS funding available to home schooling families who do not or cannot enroll in the EFA program. The bill also restricts ETC recipients from access to the Virtual Learning Academy Charter School which is used by low income home educated children.
