Subject: Please Oppose HB 1803 – Protect Educational Choice for Families Dear Senator/Representative, As a parent, I am deeply concerned about the impact HB 1803 would have on my child’s education and on families like mine across the state. Education Freedom Accounts (EFAs) and Education Tax Credit (ETC) scholarships are not overlapping or excessive benefits for us—they are complementary tools that, together, make my child’s education possible. EFAs help cover essential educational costs, while ETC scholarships allow us to bridge the financial gaps that EFAs do not fully address. Without the ability to use both, my child’s educational stability and progress would be at risk. Every child has unique needs. Families rely on a combination of resources to ensure their children receive the education that best supports their learning, growth, and future success. HB 1803 would take away that flexibility and force families to make painful decisions—choices that could disrupt schooling, limit access to specialized support, or even push children out of the educational environments where they are thriving. This bill would not prevent misuse; instead, it would limit opportunity. It would especially harm families who are doing everything they can to responsibly provide the best education for their children. I respectfully urge you to oppose HB 1803 and continue supporting policies that trust parents, protect students, and preserve educational choice. Our children’s futures depend on it. Thank you for listening to the voices of families like mine. Sincerely, Anne Marie Flores Pembroke, New Hampshire Parent
