Dear Members of the Committee, I strongly oppose HB 1387, which repeals New Hampshire's companion law to the federal Protection of Lawful Commerce in Arms Act (PLCAA). This repeal would strip firearm manufacturers and sellers of essential liability protections, exposing them to frivolous lawsuits over product design or the criminal misuse of firearms by third parties.These protections exist precisely to prevent abusive litigation aimed at bankrupting the industry through endless, meritless claims—claims that do not hold manufacturers responsible for lawful products misused illegally. Repealing them invites out-of-state trial lawyers to target New Hampshire companies, driving up costs, reducing innovation, and making firearms less affordable for law-abiding residents. This threatens Granite State manufacturers like Sig Sauer, which provide thousands of good-paying jobs and significant economic benefits, while doing nothing to enhance public safety.The Second Amendment protects the right to keep and bear arms, and New Hampshire's Constitution (Part I, Article 2-a) declares it a natural, essential, and unalienable right for defense of self, family, property, and the state. HB 1387 undermines this by endangering the domestic industry that supplies those arms, potentially limiting access and inviting exploitation through the courts.I urge you to vote against HB 1387 to preserve these vital protections, support our firearm industry, and defend constitutional liberties.
