Dear Members of the Committee, I strongly support HB 1365, which limits invasive information collection on optional Pistol/Revolver License applications and reduces bureaucratic overreach for reciprocity permits.New Hampshire is a constitutional carry state where law-abiding residents and visitors can carry concealed without a license. The Pistol/Revolver License is now voluntary—primarily used by those seeking reciprocity in other states that require a permit. Requiring applicants to disclose unnecessary personal details, such as employer information, employment status, or character references, invades privacy and creates barriers for Granite Staters who simply want their rights recognized elsewhere. This bill protects privacy by eliminating these extraneous requirements, streamlining the process without compromising public safety or background checks. It respects individual liberty, reduces government overreach, and ensures that those who choose to obtain a license for reciprocity face fewer hurdles.New Hampshire's Constitution (Part I, Article 2-a) guarantees the right to keep and bear arms. HB 1365 upholds this by safeguarding privacy in an optional licensing system and supporting practical reciprocity for responsible citizens.I urge you to vote in favor of HB 1365 to enhance privacy protections and minimize unnecessary bureaucracy. Thank you for your consideration. Sincerely, Brady Owens
