Dear Members of the Committee, I strongly support HB 1697-FN, which exempts firearms, accessories, and ammunition manufactured and kept entirely within New Hampshire from federal regulation and overreach.This bill asserts New Hampshire's sovereignty over purely intrastate commerce in firearms and ammunition, protecting law-abiding residents from unconstitutional federal infringements. When items are produced and remain in-state, without crossing state lines, they fall outside Congress's interstate commerce authority under the Tenth Amendment. Such exemptions restore rights that have been eroded by expansive federal interpretations, allowing Granite Staters to exercise their natural right to keep and bear arms without unnecessary interference.New Hampshire's Constitution (Part I, Article 2-a) declares: "All persons have the right to keep and bear arms in defense of themselves, their families, their property and the state." HB 1697-FN upholds this fundamental guarantee by shielding in-state manufacturing and possession from federal overreach, empowering responsible citizens and bolstering our state's tradition of liberty.I urge you to vote in favor of HB 1697-FN to defend state sovereignty and reaffirm constitutional protections for firearms made and kept in New Hampshire.
