I am a parent of child ( now 25 years old) who attended public school for his entire education. He was diagnosed as PDD/NOS on autism spectrum when he was 3. He was supported with a para in a regular ed classroom. Although I'm not sure of your definition "higher needs" , it would have detrimental for him to be placed in an all special needs environment. He now has a fulltime job and lives independently. I feel in order for this to work, the needs would need to be clearer and the parents would have to be in agreement with it.
