This is a sales tax just like the absurd oil fee, which Walmart incorrectly computes on 5 quart jugs by the way. I still have spray paint cans that are 20 years old and I'm still using them. I'll recycle them at my transfer station when they're empty just like I always have. Stop trying to cost NH consumers money with your tax scheme and reccomend ITL.
